Russia is engaging in daily “hybrid warfare” against Britain, the head of GCHQ will warn in a landmark speech.
Anne Keast-Butler, the director of GCHQ, is expected to say that Moscow is “scaling up” its hybrid warfare against the UK and Europe, including “relentlessly targeting critical infrastructure, democratic processes, supply chains and public trust”.
Hybrid warfare combines conventional military pressure with covert destabilisation tactics – such as cyberattacks, sabotage, disinformation or assassinations – designed to weaken adversaries without triggering a formal declaration of war.
The GCHQ director’s warnings will follow those of John Healey, the Defence Secretary, who warned last month that Russian submarines had been hovering over critical undersea infrastructure in British waters. Polish authorities have attributed an attack on its country’s power grid to the FSB, the Russian state security agency.
Earlier this year, the National Cyber Security Centre, which is part of GCHQ, warned that most nationally significant cyberattacks on Britain were carried out by hostile states including China, Iran and Russia.
Speaking at Bletchley Park on Wednesday, the signals intelligence agency’s wartime home, Ms Keast-Butler will deliver the inaugural GCHQ annual lecture.
“Russia is scaling up its daily hybrid activity against the UK and Europe,” Ms Keast-Butler will say. “In the face of such aggression and chaos,” GCHQ is “working tirelessly” with its partners to foil Russian efforts to “smuggle Western tech, fending off cyber attacks, and countering reckless sabotage and assassination attempts”.
