There have only been 22 World Cups in total. Eight different winners over 22 events doesn’t seem unreasonable.
Brazil and/or Germany were present in 14 of the 22 World Cup Finals so far

With the Netherlands being the strongest team to never have won.. (imo). (Although I guess when we go back to the 50’s, Hungary also, but definitely not anymore).
