We all know that East St. Louis, Illinois is the better half.
Some exclusions make sense: Jacksonville, FL & Portland OR.
Some inclusions make less sense, in regards to population: Cincinnati OH (#66), Pittsburgh PA (#68), St. Louis MO (#80), Salt Lake City UT (#111).
EDIT: And it seems very Northeast/Rust Belt centric.

This is legitimately a pet peeve of a lot of people in Charlotte. There are some news outlets, like the Washington Post, that don’t bother with the NC. Often, the biggest factor are the multiple cities nearby that also start with “CH” like Charleston, SC, Charleston, WV, and Charlottesville, VA.
