If the government started to raid refiners and places where you sell your gold, pretty sure the government would find a gold mine of crimes. I mean, we hear from time to time, usually old ladies, caught smuggling gold into the country but then nothing where the gold was supposed to go.
not even just metal. Its been an open secret for years that japan is one of the biggest human trafficking port in asia. Legal immigration/importing goods might be difficult in japan but the illegal side of things have been booming for decades. This is that same stuff. Its the same with drugs in japan as well. Massive smuggling operation.
