September 13, 1943 – The District NOO makes decisions on the unification of Istria with its motherland, Croatia (with a greeting from SF-SN at the end)

After a general popular uprising broke out in Istria, in which bare-handed and (or) poorly armed inhabitants of Istria disarmed 8-10,000 occupying soldiers, the District NOO made the Pazin decisions.

Pazin’s decisions, decisions of the District NOO dated 13.IX.1943. and the Parliament of Istrian People’s Representatives from 26.IX.1943. on the unification of Istria with the motherland. The District NOO for Istria as the holder of the new government announced the polit. manifesto with the decision on “joining the motherland and declaring unification with the rest of our Croatian brothers”. In the proclamation entitled “People of Istria” it is stated that Istria was liberated by the power of its own weapons and mass voluntary joining of partisan units and the will of the people. The proclamation says that “Istria is a Croatian country and that it will remain Croatian” and marks the end of fascist and tal. authorities on the territory of Istria, the change of system and the beginning of the legal operation of the new executive people’s authority (national liberation committees). The Presidency and the Executive Committee of ZAVNOH, which stated at the first session that the goal of the struggle was the unification of alienated regions to the motherland, confirmed on 20.IX. the decision of the District NOO for Istria with its Decision on the annexation of Istria, Rijeka, Zadar and other occupied regions to Croatia. It is 26.IX in Pazin. a parliament was held at which the temporary Provincial NOO for Istria was elected and the decision on secession from Italy and unification with Croatia and Yugoslavia was confirmed. Decisions were also made on the abolition of tal. fascist laws, on the change of forcibly Italianized surnames, names and toponyms, on the opening of the Croatian school, about the Croatian language in the church, about the recognition of national rights tal. minority in Istria and the return to Italy of Italians immigrated after 1918 for the purpose of denationalizing the Croats. In October, the unification of Istria was confirmed at II. session of ZAVNOH in Plaško, and in November the acts of ZAVNOH and the Slovenian National Liberation Committee were sanctioned by AVNOJ at its II. session in Jajce.
