Address. Two numbers are common on corners, 1 is probably means that it is one of several buildings with same address. Above is street name and below says it’s private property and what the cadaster number is
That is the house address/number. It’s pretty standardized here, not sure if by law or just convenience.
In this case there seem to be multiple from one street entrance, that’s why it is a bit weird.
From what part of world are you where there is no house number?
36 and 38¹ addresses can be accessesed there
It’s an address plate. Below “privātīpašums” means that it’s privately owned & numbers are referral to ownership & plot of land.
It’s a math problem they are trying to solve 36 divided by 38.
Aspazijas bulvaris = Aspazijas boulevard. Street name obviously.
36/38 is the number of the house (or a group of buildings like in this case). Initially numbers were assigned to land plots, not houses. At some point in history, two plots were merged and something was built, but the double number stays.
/1 means there is not a single building, but a group of buildings. So there must be 36/38/1, 36/38/2 and perhaps more. Most common is that there are other buildings in the yard which get /2, /3 sub-numbers.
And like others have noted, privātīpašums = private property, and bottom line = land registry numbers.
