Trump will say anything to save his own hide and that of Vlad Putin. He thinks one weeks supply of diesel (for USA) will help his mid-term prospects.
I suspect Vlad is trying to maneuver Ukraine into a difficult spot, but should not be deterred from utterly destroying every russian refinery.
