Was at Valletta today and saw people filming a movie. I tried taking closer pictures but was told that it’s prohibited to take any pictures of the scene.
Could be Borderline.. doesn’t look like Gladiator 2 which is being filmed at the fort

You’re actually allowed to take pictures because it’s a public area. If they have a permit (they should) for filming they’re allowed to send you away. In that case you can only take pictures from far away.
Source: I’m an extra on many local productions and passers by are taking pictures all the time. Crowd marshalls try to bully/stop people from doing it but in essence they’re powerless. With bigger productions and famous actors the set will be closed. No passerby will be allowed to get close.
