Your data source starts with 1937. FDR was inaugurated March 4, 1933, and signed 99 executive orders between then and June 12, 1933. I’d just leave the FDR line out, or use another source for his first term.

The crazy part is they have they have both house and senate, and the courts packed, and these aren’t executive orders like “amending succession of labor department” executive orders.
These are orders to imprison all non citizens, and then revoking birth right citizenship level executive orders. And that’s just like 2 of them.
