    It’s often people with a lot of money, at least they are paying taxes. I have a couple of people around that lived in Sakartvelo for 10+ years and can’t acquire residence permit because they don’t have normal income.

  2. I’m pretty much sure most of them presumably are NOT ethnic Russians, but ethnic Georgians or Georgian Armenians with Russian passports.

    There is near to zero chance that ethnic Russians would acquire Georgian citizenship. (Unless they are very very close to Ivanishvili and ruling class as such and did them a huge favour)

    Those who might be granted Georgian citizenship “by birth” (i.e. inherited from one’s parents – Georgian citizens) could be refused maintaining Georgian citizenship, and that’s not rare actually.

    You might not believe me, but officials are doing everything possible to filter applications coming from Russian citizens. There ARE quotas on granting citizenship let along residencies obviously and it’s understandable.
