Two, I would just include snippet of the quote this refers to. I’m sure it’s some bonkers thing, but without it here, it’s hard to make sense of your wording.

I like the the concept, but I think clearly listing which color represents which thing makes sense and keeping it by state rather than breaking out a couple of states into county level entities makes sense. Given the number of states, I’m sure there was some configuration that would have gotten you within one million of 258 million.
