An anti-glare fence, so the drivers at night are more shielded from the headlights of vehicles driving on the opposite carriageway.

Correct me if I am wrong, but as far as I am concerned this things are placed to reduce blinding lights from cars coming

Anti-glare screens also known as anti-glare vanes or blades. Their primary function is to block headlight glare.
They are made from series of vertical plastic blades angled specifically rather than a solid sheet because it allows wind to pass through easily.
A solid wall would catch too much wind (like a sail), requiring massive foundations to stay upright during storms.

My question is, does this allow using a high beam? I’ve seen many do it, it’s not blinding me on the other side but I still wonder
